Club constitution
Name, affiliation and club colours
The club shall be called 'Wellingborough Town Football Club, Youth Section' ("the Club") and shall be affiliated to the Northants County Football Association.
'Wellingborough Town Football Club' teams from the age under 11 to under 16 shall play in a league designated by the Managers Committee.
Teams representing 'Wellingborough Town Football Club' from the age under 7 to under 10 shall play in the Weetabix Youth mini-soccer league.
All teams representing Wellingborough Town Football Club shall wear club colours:- Yellow shirts, Blue shorts and Yellow socks.
Officers
The officers of the club shall consist of Chairman, General Secretary, Treasurer.
Committee of management
The General Management of the club shall be in the hands of the Executive Committee.
The Executive Committee shall consist of the officers, together with the other full members who shall be coaches within the club. The quorum for the transaction of business of the Club Committee shall be three.
The Committee shall be empowered to co-opt any other members.
The Committee is empowered to set up sub Committees on set tasks or actions.
In the absence of the Chairman at meetings, the Committee will elect a Chairman.
Each member will have one vote.
In the event of the votes being cast equally the Chairman will have the casting vote.
All meetings will be accurately minuted by the Secretary and copies circulated to Committee members.
Club membership
The members of the Club from time to time shall be those persons listed in the register of members (the Membership Register) which shall be maintained by the Club Secretary.
All players will be deemed to be club members.
All persons serving as officers or on committees will be deemed to be club members.
Election to membership shall be at the sole discretion of the Club Committee. Membership shall become effective upon an applicant's name being entered in the Membership Register.
In the event of a member's resignation or expulsion, his or her name shall be removed from the Membership Register.
Players shall be deemed to be members of the club without voting rights.
The Football Association and Northants County Football Association shall be given access to the Membership Register on demand.
Meetings
The Annual General Meeting (AGM) shall be held no later than June 30th.
All nominations for officers and Committee members should be proposed and seconded at the AGM.
Members will be given fourteen days notice of the AGM.
Each member will be entitled to normal voting rights at the AGM.
The constitution shall not be added to, cancelled or altered in any way save at an AGM or Extraordinary General Meeting (EGM). Members and players will be given fourteen days notice of an EGM.
Monthly club meetings will be held every second Monday of the month at 20.30 hrs at a venue to be agreed. Any manager unable to attend should inform the Secretary before the meeting and if possible, send a representative.
Finance
A bank account shall be in the name of Wellingborough Town Football Club Youth Section, no other bank accounts will be held under the club name or otherwise by any of the Management Committee.
The Treasurer shall pay all monies received by the club into the account and keep such accounts and pay debts of the club as approved by the Executive Committee.
All cheques made out in the name of the club are to be signed by the Treasurer. All monies received and paid out should be recorded and pass through the club Treasurer.
The Treasurer shall present to the Committee when required an audited statement of account.
Club funding
The Club will fully subsidise Level 1 training courses, CRB checks, Safeguarding Children Workshops and Emergency First aid workshops. All Coaches who work with Children under 18 years of age must attend these courses and renew then as advised by the FA.
The Club will subsidise 50% of the course cost for any other Football related course. Bursaries may be available from time to time to cover the entire cost of the course and these will be awarded at the discretion of the committee.
Where the Club has subsidised a course, the Manager / Coach is expected to remain with the Club for a period of three seasons following completion of the course. Should the Manager / Coach choose to join another Club then the Manager / Coach will pay back the full subsidised amount to the Club.
Dissolution
A resolution to dissolve the Club shall only be proposed at a General Meeting and shall be carried by a majority of at least three-quarters of the members present.
The dissolution shall take effect from the date of the resolution and the members of the Club Committee shall be responsible for the winding up of the assets and liabilities of the Club.
Any surplus assets remaining after the discharge of the debts and liabilities of the Club shall be transferred to Wellingborough Town Football Club 2004 (Senior Club) who shall determine how the assets shall be utilised for the benefit of the game.
Alternatively, such assets may be disposed of in such other manner as the members of the Club with the consent of the parent Association shall determine.
Child protection
The club shall follow the guidelines contained within the Wellingborough Town Football Club, Youth Section which follows the FA Safeguarding regulations Child Protection Policy
Conduct and discipline
All members shall uphold the good name of the club at all times. Members bringing the club into disrepute in any way will be expelled at the discretion of the Executive Committee. There shall be no appeal procedures.
A member who resigns or is expelled shall not be entitled to claim any, or a share of any, of the Club Property.
The Executive Committee reserves the right to decide on any event or situation not covered by the rules and constitution.
